The Energy Regulatory Commission (ERC) have directed distribution utilities to provide interval meters and consumption data to qualified customers.
The regulator directed the distribution utilities in Luzon and Visayas to finish the installation of the time- of-use meters within 30 days in the first phase of implementation.
The installation of the TOU meters is a requirement under the Distribution Services and Open Access Rules. Also, under the Rules on Customer Switching, the distribution utilities will be the sole metering service provider for the retail electricity market until metering services at the retail level become competitive as determined by the ERC. The distribution utilities shall also conduct meter reading and data dissemination as a regulated service prior to the competitive metering service regime.
The data will be provided for free for the time being following complaints from some contestable customers who were against the intent of the distribution to charge a fee.“The ERC assures electricity consumers of its vigilance in monitoring developments in the emerging competitive retail electricity market of the country,” noted ERC chairperson and CEO Zenaida G.
